Plaguebreak for me was a quality of life set which we need more of, just add a monster cap if you dont want players blowing up dungeons (even thou that is a very fun style of play, something ESO seems to never want, fun styles of play).Plaguebreak is also great for PvE trash pulls and explodes NPC guards in PvP area (for extra kabooms to surprise opponents when in a keep).
